Telling by not telling

The NYT:

Just after noon, a 26-year-old man plunged from a ninth-floor window of an apartment house on West 45th Street near Ninth Avenue, according to the police…. The police declined to say precisely how the man fell, but said that he was not the victim of a crime or an accident.

As Sherlock Holmes said, once you have removed the impossible whatever you have left, however improbable, is the truth. The real question is, if the police wanted to call it suicide, why didn’t they just say that? Hedging their bets?
